The New York State Department of Environmental Conservation (NYS DEC) is making a draft general permit available for public review; Draft Fulmer Creek Projects GP-6-12-002.
The general permit will authorize work done by or on behalf of municipalities within mapped areas of Fulmer Creek a class C(T) stream in Herkimer County NY. Authorization will cover the mapped areas only for projects such as gravel and debris removal, including clearing and snagging of log jams; in-kind repair and replacement of stream structures within the defined project limits; stream bank repair and maintenance projects including selective cutting of streambank and floodplain vegetation as maintenance activities.
The project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
A copy of the draft permit is available for review at the Utica Sub-office of the NYSDEC, Room 1404 State Office Building, 207 Genesee St, Utica NY 13501.
Written comments on the draft general permit must be submitted to the contact listed below by September 13 or within 30 days from the date of this notice, whichever is later.

Project Description: The action involves a four lot residential subdivision within ¼ mile of Middle Branch of Oswegatchie River, a designated scenic river. The proposed subdivision will create: Lot 1, a vacant 17.9 ± acre lot with 1,800 feet of river frontage; Lot 2, a vacant 16 ± acre lot with 525 feet of river frontage; Lot 3, a vacant 17.6 ± acre lot with 605 feet of river frontage; and the "House Parcel", a 5.85 ± acre lot with 595 feet of river frontage, improved by an existing single family dwelling and associated structures. A potential building site for the construction of one single family dwelling with on-site wastewater treatment system and well has been identified on each of the vacant lots, in areas farther than 250 feet from the mean high water mark of the Oswegatchie River.
Jefferson County - The Jefferson County Civic Facility Development Corporation, as lead agency, has determined that the proposed Samaritan Senior Village will not have a significant adverse environmental impact. The action involves the construction of the Samaritan Senior Village Project on an approximately 18 acre campus in the Town of Watertown. The Samaritan Senior Village will consist of a licensed Article 28 Skilled Nursing Facility joined to an assisted living wing by a Commons. In total, the facility will be more than 193,000 square feet. The skilled nursing wing will measure 108,400 square feet and will have 168 beds. The 84,933 square foot assisted living wing will feature 120 assisted living beds. The 37,137 square foot Commons will provide social, medical and retail amenities for residents. The Project will be served by necessary utilities, including water, sanitary and storm sewers, site lighting, access loop road, sidewalks, curbing and landscaping. The project is located at 830 Washington Street in the Town of Watertown, New York.
