Negative Declaration

Herkimer County - The Town of Russia, as lead agency, has determined that the proposed Zoning Amendment will not have a significant adverse environmental impact. The action involves proposed modifications to the present land use ordinance to better align the existing ordinance, adopted in 1982, with the current comprehensive plan, which was adopted in 2005. The proposed modifications contain ten articles: General Provisions, Permits and Procedures, Definitions, Land Use Regulations, Supplemental Regulations, Special Use Permits, Site Plan Review and Approval, Variances and Appeals, Administration, and Enforcement. Major changes from the existing zoning ordinance include: the purpose and goals of the ordinance were clarified; a number of definitions were revised, and new definitions were added to account for additional provisions; provisions were made to more effectively control potentially destructive land uses and non-conforming lots and uses; overlay districts were added to protect environmentally sensitive and scenic areas; several separate local laws concerning telecommunications towers, junk and junkyards, and adult entertainment were consolidated into the zoning ordinance; and two-family housing was added as a permitted use in most land use districts.. The project is located throughout the Town of Russia, New York.
