Project Description:

Development of a 25,483 square feet building to accommodate the sale and service of recreational vehicles (RVs). The proposed building will include a showroom, service area, and accounting/business offices. Other site improvements include the development of 7.81 acres of parking area for the storage and display of RVs and the construction of stormwater management areas. The stated purpose of this project is to provide a facility that would allow the applicant to consolidate their three existing smaller RV facilities currently in operation throughout the Capital District into one larger facility located in close proximity to Interstate-87.

Access to the proposed Albany RV facility will be via Rensselaer Avenue which will be extended to accommodate the project. The development will be serviced by municipal water and sewer.

The proposed development project will result in impacts to 1.29 acres of federally regulated wetlands and 29 linear feet of intermittent streams. Wetland and stream impacts will be mitigated as follows: creation of 0.82 acre of new wetlands at an off-site location known as 50 Avis Drive; preservation of existing wetlands, streams and upland buffers on-site (4.81 acres and 1650 linear feet of stream) and at 50 Avis Drive (4.39 acres); enhancement of upland buffers at 50 Avis Drive (1.71 acres); and treatment of invasive species (Phragmites) both on-site (1.51 acres) and off-site (3.44 acres).

The off-site wetland mitigation area at 50 Avis Drive is being reviewed concurrently with this application and is uniquely identified as DEC ID #4-0126-00716. The 50 Avis Drive site contains Freshwater Wetlands (FWW N-3) and the creation of wetlands and enhancement of upland buffers will result in temporary impacts to FWW N-3.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Colonie Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 16, 2012.

Project Description:

The applicant proposes to install a surface water intake structure in the shoreline of Dolan's Lake for the purpose of taking water for use in the Village of Hunter water system. The Village of Hunter also proposes to take up to 122,499 gallons per day (85 gallons per minute) when either there is excess water available from Hunter Mountain's withdrawals for snow making or Hunter Mountain is not withdrawing for snow making purposes and conservation flows in Schoharie Creek and all other relevant conditions of DEC Permit 4-1936-00001/00001 are being met.
