Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from Glenwood POH, LLC for a site known as the Former Glenwood Power Plant, site ID #C360100. This site is located in the City of Yonkers, within the County of Westchester, and is located at 45-45A Water Grant Way. Comments regarding this application must be submitted no later than August 31, 2012. Negative Declaration

Sullivan County - The Town of Highland Town Board, as lead agency, has determined that the proposed Local Law # 3 of the Year 2012 will not have a significant adverse environmental impact. The action involves the amendment of Local Law No.1 of 199 ,as heretofore amended: Adding section 190-27 to the Code of the Town of Highland: Articulating Certain Explicitly Prohibited Uses: Adding Certain New Definitions, and Changing Certain Existing Definitions: Establishing a Severability Clause. The project is located throughout the Town of Highland, New York.

Westchester County - The City of Yonkers Zoning Board of Appeals, as lead agency, has determined that the proposed School 6 Community Builders Group will not have a significant adverse environmental impact. The action involves the proposed demolition of the existing vacant, blighted School 6 building onsite and the construction of 2 new residential buildings. The first building will be 5 stories with 51 dwelling units which are proposed for senior citizen residents. The second building will be 9 stories with 70 units of mixed income housing. The applicant is also proposing 104 parking spaces onsite. The project is located at 33 Ashburton Avenue in the City of Yonkers, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Sullivan County - The Town of Thompson Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed EPT Concord Resort. A public hearing on the Draft EIS will be held on August 28, 2012 at 7:30 p.m. at the Thompson Town Hall, 4052 State Route 42, Monticello, NY, 12701. Written comments on the Draft EIS will be accepted until September 7, 2012. The Draft EIS is available from the Thompson Town Hall, 4052 State Route 42, Monticello, NY, 12701, the Crawford Public Library, 393 Broadway, Monticello, NY, 12701 and on line at: www.townofthompson.com.

The action involves a proposal by EPT Concord II, LLC to develop a master planned destination resort community (EPT Concord Resort) on approximately 1,538 acres of land that it owns in the Town of Thompson. When complete, the EPT Concord Resort will include an 18 hole golf course, a casino and harness horse racetrack, hotels, a residential village with a mix of unit types including condos, apartments, townhouses and detached single family homes, a civic center, an innovative healthcare facility, an active adult community, an entertainment district with cinema and supporting retail, an RV park, and a multi-use trail system with abundant open space. To develop the EPT Concord Resort, the applicant has initiated the following: First, the applicant has petitioned the Town Board of the Town of Thompson for an amendment to the Town of Thompson Planned Resort Development (PRD) section of the zoning law (Town Code § 270-27.2) to enable the development of the EPT Concord Resort at the site of the former Concord Resort. Second, the Applicant seeks approval from the Town Board for a new PRD Comprehensive Development Plan (CDP) for the approximately 1,538 acre project site. The approval of the CDP is contingent on the adoption of the proposed zoning text. Third, the applicant seeks Site Plan Approval from the Town of Thompson Planning Board for the first phase development of the proposed project (Phase 1) that will include a casino, hotel, harness horse racetrack and related facilities. The project is located primarily on the east side of Concord Road, south of Kiamesha Lake Road, southeast of Rock Ridge Drive and an irregular boundary on the eastern side, in the Town of Thompson, New York.
