Project Description:

The Department of Environmental Conservation (DEC) has determined that the permit may be issued with interim effluent limitations which are less stringent than previously required, based on Part 750-1.10c (2) (ii) the department determines that technical mistakes or mistaken interpretation of the law were made in issuing the permit under this Part. The previous permit was issued with intermittent stream standards for BOD and TSS however the existing lagoon treatment system was not technically capable of meeting these standards. The compliance schedule in the draft permit requires the treatment system be upgraded in order to meet the final effluent limitations of 5 mg/l for BOD and 10 mg/l for TSS as well as other final limitations listed in the permit for Ammonia, TKN and TRC.

Applicant proposes to develop for seasonal camping an area of class 2 CI-1. Work includes (1) Installation within the wetland of a 8' x 27' (approximately) travel/camper trailer on wheels, ideally raised on planks. (2) Installation within wetland of a 7' x 16' (approximately) fabricated screened porch/living room on wheels, ideally raised on concrete block, or permanent sono - tube style piles. (3) Installation of a 3' x 40' wooden portable wood slat dock seasonally anchored to poles placed or driven in lake, accompanied by two boat hoists-one on either side. (4) Installation of up to 8 sections of 4' x 8' portable raised platform to facilitate sitting, walking, or storage of camping supplies and material. (5) Year round outdoor storage on site of up to two trailered boats, the dock referenced in item 3 above, and the platforms referenced in item 4 above. (6) Vegetation clearing to maintain a trail from camping area to beach area, as well as trimming of dead wood near beach area, and removal of two trees at roadway to facilitate access/egress. (7) Use of herbicide (trade name Roundup) on poison ivy along trail area between campsite and beach.

The Department has made a tentative determination to approve a new SPDES permit for the subsurface discharge of 630 gallons per day of treated sanitary wastewater and brewery wastewater from a new micro brewery located at 1771 Dryden Road, Freeville, NY; through a treatment system consisting of three septic tanks and a leachfield. The leachfield is constructed of three parts: the first two will alternate each year to provide absorption area resting and the third is a reserve field.
