Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Renewal with modification for a hospital facility that operates three boilers, two sterilizers with one abator system, four underground fuel oil storage tanks, six aboveground fuel oil storage tanks, and four day-tanks and seven emergency generators. The modification incorporates the replacement of four existing 350 KW emergency generators with four new 1000 KW and one 400 KW emergency generators.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit Renewal 2 for a facility that operates six large boilers rated at 192 MMBtu/hr each. All boilers have the capability to combust natural gas and distillate oil. The facility's emissions exceed the major source thresholds listed in 6NYCRR Subpart 201-6 and, as such, the facility is subject to the provisions of Title V. The facility's emissions of nitrogen oxide are averaged with other facilities owned by Consolidated Edison according to a system-wide averaging plan approved by the Department to verify compliance with the provisions of 6NYCRR Subpart 227-2.

Project Description:

The applicant proposes to construct 20 semi-detached residential units on Seaview and Liberty Avenues, southeast of Patterson Avenue, in the Dongan Hills section of Staten Island, NY 10305, on Richmond Co. Tax Block 3478, Lots 19, 23, 29, 51, 53, 58, 59, 60, 63, and 67. Approximately 481 square feet of DEC Freshwater Wetland No. NA-9 (Dongan Hills) would be filled in for the housing construction. The applicant proposes to mitigate this loss by creating approximately 9,000 plus square feet of new wetland habitat adjacent to New Creek, and preserving the new and existing wetlands on site in an approximately 34,000 square-foot deed-restricted area at the southeast end of the applicant's site. In addition, at least thirty feet of buffer plantings will separate the wetland preservation and creation area from the housing.

The applicant proposes to reconstruct and widen the vicinity of the intersection of Amboy Road and Philip Avenue on Staten Island, NY 10312. As part of the reconstruction, a strip of temporary and permanent vegetation clearing will be made approximately 30 feet wide and 100 feet long on the south side of Amboy Road and east of Philip Avenue. This strip is approximately 15 feet at its closest distance from a portion of DEC Freshwater Wetland No. AR-12 (Blue Heron Park), on Richmond Co. Tax Block 6474. Approximately 15 feet width of the southern portion of the strip closest to the wetland will be replanted with native species after construction work is completed.
