Project Description:

The applicant proposes to stabilize approximately 600 feet of streambank along the Beaver Kill in order to protect County Route 17 from further failure. The project entails removing approximately 4,000 cy of material and replacing it with extra heavy stone and medium stone. At the roadway, soil nails will be installed for stabilization. A rock vane will also be constructed to help prevent erosion to the stable bank downstream of this site. Riparian vegetation will be planted at the top portion of the slope. The project is located on County Route 17 approximately 1.75 miles west of Horse Brook Road intersection.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 02, 2012.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Air State Facility permit for the manufacturing operations conducted at this facility. The modified permit proposes a new limit on the amount of natural gas usage the company is allowed to use which will ensure that the emissions will always be below the new Title V thresholds for carbon dioxide emissions. The modifications also include small physical changes to actual existing emission points from what was conceptually designed, and other minor corrections in boiler size, emission point groupings, and small changes in the details for actual constructed processes.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC that are relevant to this permitting decision should contact the DEC representative listed below.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
