Project Description:

Applicant proposes to reinforce, repair and maintain approximately 1,100 linear feet of existing seawall system at Prospect Point on Long Island Sound. The work includes the removal of the remnants of an existing deteriorated timber bulkhead which forms the seaward portion of the seawall system for much of its length and the installation of approximately 1,100 linear feet of new stone armor to protect the seaward face and toe of the seawall system. The armor will consist of three ton to five ton armor stones set on core stone and filter fabric and will extend from nine feet to 11 feet seaward of the wall face, slightly into the intertidal zone. Behind the armor, the landward portion of the seawall system consists of several sections constructed of timber, concrete and steel which will be variously repaired, replaced or removed as necessary. The site is the Lands End Subdivision, located at 30 Hoffstots Lane in the Village of Sands Point. NCTM # 4-122-lots 25 & 26 and 4-100-3.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 03, 2012.
