Negative Declaration

Clinton County - Clinton County, as lead agency, has determined that the proposed Plattsburgh International Airport Terminal Expansion will not have a significant adverse environmental impact. The action involves the expansion of the passenger terminal and associated improvements at Plattsburgh International Airport to accommodate forecast enplanements through 2030, with improvements to include: 60,000 square foot of additional passenger terminal space; improved vehicular access and circulation improvements in the terminal area; expansion of parking lot area to accommodate the increased demand; and upgrade of utility systems to accommodate the increased facilities. The project is located on 42 Airport Lane in Plattsburgh, New York.

Clinton County - Clinton County, as lead agency, has determined that the proposed Acquisition of Land from U.S. Air Force at Plattsburgh International Airport will not have a significant adverse environmental impact. The action involves the acquisition of 732.35 acres of land of the former Plattsburgh Air Force Base from the United States Air Force to add to the existing Clinton County owned property at Plattsburgh International Airport. This acquisition represents the final transfer of lands from the United States to Clinton County at the Airport. Clinton County currently leases the aforementioned 732.35 acres of land and has utilized the land as an essential part of the Airport operation since 2003. The project is located on 42 Airport Lane in Plattsburgh, New York.

Washington County - The Easton Town Planning Board, as lead agency, has determined that the proposed Maahs-Herrington Proposed Resubdivision # 1-12 will not have a significant adverse environmental impact. The action involves the resubdivision of lands within a previous plat (lands of Lundberg), for the purpose of creating a separate lot for an existing house and conveying the remaining lands to the adjoining landowner on the south. This action will reverse a previous subdivision and merger of land. The property is located along the west side of Cook Hollow Road and lies within Washington County Agricultural District No. 3, and within the Town of Easton Critical Environmental Area -1. The property also lies within an Agricultural area of the Town Land Use Plan Map. No new lots are proposed with this lot line adjustment. The project is located on west side of Cooke Hollow Road in the Town of Easton, New York.

Washington County - The Easton Town Planning Board, as lead agency, has determined that the proposed Town of Easton Fort Miller Co. Minor Resubdivision # 3-12 will not have a significant adverse environmental impact. The action involves the resubdivision of Lot 1 of a previous minor subdivision plat, for the purpose of establishing a 30 foot wide easement along the north line of the Town of Easton property to connect two tracts of land owned by Fort Miller Co. Fort Miller Co. is building a waterline from the Hudson River to its processing facility located along NYS Rte. 29 and bounded by Wilbur Avenue and General Fellows Road. The proposed waterline will be built entirely on lands of Fort Miller Co. with the exception of the area of the proposed easement. The easement will also provide for a gravel stone roadway connecting a Fort Miller Co. property located on General Fellows Road with the processing facility, improving access between the properties and reducing Fort Miller Co. business traffic on General Fellows Road. The project is located on North side of General Fellows Road in the Town of Easton, New York.
