Article 23 Title 27 Mined Land Reclamation

Project is Located:

Orleans, Jefferson County

Project Description:

The applicant proposes to expand the existing sand and gravel mine to add 35.2 acres of land to the currently approved 49.9 acres of life of mine area. The project site is the applicant's property, located south off of East Line Road, approximately 3 miles north of the Village of La Fargeville in the Town of Orleans. The mine is intended to operate as a traditional surface extraction of the Windsor loamy fine sand, which is the predominated soil type on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Mining is proposed to remove approximately 40,000 tons-per-year of aggregate sand and gravel over the estimated 30 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-58 acre open water surface within uniformly graded and re-vegetated open land. Up-land reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture.
