Project Description:

NYS Dept of Correctional Services has submitted an application for an Air State Facility Permit to replace its Title V Facility Permit for the Elmira Correctional Facility, located on Davis St in the City of Elmira. The facility emits air contaminants from four 38.5 million BTU per hour powerhouse boilers which can be fired by either natural gas or #6 fuel oil; aluminum smelting, pouring, and casting operations; residential furnaces; adhesives used in paint brush manufacturing; and five diesel powered generators. The diesel generators are used in the Coordinated Energy Demand Response Program (CDRP) and for emergency facility power.

The Elmira Correctional Facility was previously subject to 6 NYCRR Part 201‑6, Title V Facility Permits for major stationary sources, due to potential emissions in excess of 100 tons per year each, of sulfur dioxide (SO2), carbon monoxide (CO), and oxides of nitrogen (NOX).

In the current application, NYS Dept of Correctional Services has proposed to restrict facility emissions of NOX, CO, and SO2 to below their 100 ton per year Title V thresholds, and also the 100 ton per year NOX threshold of Part 227-2 Reasonably Available Control Technology (RACT) for Major Facilities of NOX, by placing limits on facility fuel use.

To restrict emissions to below these thresholds, the application proposes the four powerhouse boilers be limited to 1040 million cubic feet of natural gas and 400,000 gallons of #6 fuel oil per year, the facility residential furnaces be limited to 50,000 gallons of #2 fuel oil per year, and the five diesel generators be limited to 42,000 gallons of diesel fuel per year.

In response to the application, the Department has generated a Draft Air State Facility Permit, and has made a tentative determination to issue the Draft as a Final Permit, if comments received do not raise significant issues that must be addressed before a permit can be issued.

Project Description:

The Village of Penn Yan is proposing to install 108 linear feet of riprap along an eroded section on the north bank of Kueka Lake Outlet approximately 300 feet downstream of Main Street bridge and immediately upstream of the Outlet trail pedestrian bridge. This project will require a total of 60 cubic yards of riprap fill to be placed in the channel and along the bank.
