Project Description:

The applicant proposes a new sand and gravel mine located 4,000 feet northwest of the Clintonville Road and State Route 9 intersection, approximately 1,500 feet to the west of Clintonville Road. The proposed 3.1 acre life of mine area is part of a 77.5 acre parcel owned by the applicant, Gary Miller, II. The site will be accessed from an abandoned rail road corridor also owned by the applicant. Operation will involve onsite screening of material. Reclamation will involve final grading of side slopes to a 1.5 foot horizontal to 1 foot vertical with benches of 8 foot in width installed every 20 foot in elevation, and revegetating all disturbed areas, including planting a total of 580 seedlings to establish pitch pine and red pine to restore habitat for the Pine Pinion Moth, an endangered invertebrate species. The proposal also requires a permit from the Adirondack Park Agency (APA Project No. 2012-64).

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 03, 2012.
