Project Description:

The applicant proposes to construct an improved access road to a parking area, extend two existing culverts to widen an existing access road, and construct a parking area. The project entails placing fill within 0.02 acres of federal wetland and 250 linear feet of unprotected streams. This project is part of a phased redevelopment to convert an existing ski area parking lot to a novice ski trail, construct a new 41 unit condominium building, construct an indoor ice skating rink, conversion and expansion of a former WWT facility to a ski area services building, demolition of two single family rental buildings and relocation of parking as well an ancillary roadway and stormwater enhancements. The applicant will also implement a wetland mitigation plan to address the impacts associated with the Destination Windham project and also with a Greene County Soil and Water Conservation District project (0.03 acres of wetland impacts and 322 linear feet of stream) as both areas are owned by Windham Mountain Partners, LLC. The mitigation consists of creation of 0.17 acres of wetland adjacent to a tributary of the Batavia Kill. The project is located off Clarence D. Lane Road near the Windham Mtn Ski area.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Windham Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
