No new land use and development is proposed on the 1.9 ± acre lot. The construction of single family dwelling in the future on the 1.9 ± acre lot would not require APA review and approval.

Location: Town of Wells, New York, on or near NY Route 30. The project site is located within 1/8 mile of Silver Lake Wilderness area, and within 150 feet of the edge of the right-of-way NYS Route 30, both statutory "critical environmental areas". The property is also located within the Sacandaga River designated recreational river area.

Project Description: The action involves a three lot subdivision of the 68 ± acre project site, creating: Lot 1, a 20 ± acre parcel improved by a single family dwelling; Lot 2 a vacant 28 ± acre parcel; and Lot 3, a vacant 20 ± acre parcel. A potential future building envelope for the construction of one single family dwelling with on-site wastewater treatment system has been identified on vacant lots 2 and 3.


Notice of Acceptance of Draft SEIS and Public Hearing

Franklin County - The Adirondack Park Agency (APA) and the New York State Department of Environmental Conservation (NYS DEC), as co-lead agencies, have accepted a Draft Supplemental Environmental Impact Statement on the proposed Second Pond Boat Launch Reclassification Action and Unit Management Plan Approval. Public hearings on the Draft SEIS will be held on July 17, 2012 at 7:00 p.m. at the APA Headquarters, Route 86, Ray Brook, NY and on July 18, 2012 at 1:00 p.m. at the NYS DEC Headquarters, 625 Broadway, Room 129 A, Albany, NY. Written comments on the Draft SEIS will be accepted until July 31, 2012. A hard copy of the Draft SEIS is available at the APA Headquarters, Route 86, Ray Brook, NY and NYS DEC Headquarters, 625 Broadway, Albany, NY

The action involves a proposal by the APA and NYS DEC for a comprehensive, integrated series of related actions for the area known as the Second Pond Boat Launch Intensive Use Area and a small portion of the High Peaks Wilderness Area. On April 4, 2012, the agencies published a positive declaration determining that the proposed Second Pond Area Reclassification may have a significant adverse impact on the environment and that a Draft SEIS must be prepared. The Draft SEIS supplements the Final Generic Unit Management Plan and Environmental Impact Statement for Campgrounds and Day-Use Areas

The NYS DEC proposes a Unit Management Plan (UMP) for the Second Pond Boat Launch Intensive Use Area. This plan proposes the reconstruction of the boat launch and parking area.

The APA proposes amendments of the Adirondack Park State Land Master Plan (SLMP) to reclassify 5.6 acres of Wilderness to Intensive Use and 6.8 acres of Intensive Use to Wilderness based on DEC recommendations developed in the Second Pond Intensive Use Area UMP. The reclassification, because it is a revision to the SLMP, requires approval by the Governor. Subsequent to the Governor's approval of the reclassification, the NYS DEC Commissioner would approve the final UMP.

The project is located on State Route 3 in the Town of Harrietstown, New York.
