Notice of Acceptance of Final EIS
Nassau County - The Incorporated Village of Hempstead Board of Trustees, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Adoption of Amendments to the Village Zoning Code and Village Zoning Map. The Final EIS is available from the Village Hall, 99 Nichols Court, Hempstead NY, the Village of Hempstead Public Library, 115 Nichols Court, Hempstead NY and on line at: http://www.villageofhempstead.org/.
The action involves the proposed adoption of amendments to the Village Zoning Code and Village Zoning Map to create a Downtown Overlay Zoning intended to implement the redevelopment sought in the Village's Downtown Vision and Comprehensive Development Comprehensive Plan Update, which the Village of Hempstead Board of Trustees adopted in 2009. The proposed zoning would take the form of "opt-in" overlay districts which would only apply to properties whose owners choose to be subject to the overlay district provisions.
The area subject to the proposed action will provide four districts of varying uses and densities depending on the walking distance to the Hempstead train and bus stations. In order to achieve compact transit oriented development with a greater mix of uses, height, and density near the Transit Center, the proposed action will establish form-based redevelopment parameters and provide incentives for landowners. However, these provisions will be optional and landowners can choose either to opt into the overlay zone textual provisions or to remain subject to the existing zoning.
The project is located in the Central Business District, (bounded by Main Street to the north; Harriman Avenue to the south; Margaret Court to the west and Main Street to the east in the Incorporated Village of Hempstead, New York.
