Project Description:
The Department has prepared a Draft SPDES Permit (NY0170887) and made a tentative determination to approve the permit reissuance for the surface discharge of up to 100,000 gallons per day of treated sanitary wastewater to Gott Creek which has a Classification of C and Standard of C(T). The tertiary treatment system includes a rotating biological contactor, secondary clarification, tertiary filtration and seasonal effluent disinfection. The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval or endorsement of the activity for which a permit is sought.

Project Description:
The company has requested the existing permit be modified to increase the approved design capacity to 150 tons/day, quarterly waste receipts to 11,700 tons and annual waste receipts to 39,000 tons. The company converts scrap plastic, that does not have a reasonably available recycling market, using pyrolysis, into liquid and gaseous materials which are recovered for utilization. The liquid is sold to the refining, fuel and polymer production markets. The gaseous materials are used as fuel to provide heat for the pyrolysis process.
