Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0022128) for the surface discharge of 1.5 mgd of treated wastewater to Manhasset Bay, a class SC water.

Treatment at the facility consists of grit removal, followed by two primary clarifiers, a rock media tricking filter and secondary clarifier. A slow sand filter is undersized and off line. Chlorine disinfection is used. Outfall 001, used for sampling, is located after the chlorine contact tank. Sludge is digested with primary and secondary anaerobic sludge digesters. Stabilized sludge is hauled and disposed at multiple disposal sites.

DEC proposes to incorporate the following modifications to this permit: - Permit pages and conditions were updated to reflect current permit language, Department guidance, format and nomenclature. - Permit pages and conditions were renumbered and reordered. - Information on page 1 of the permit was updated. - Mercury Minimization Program requirements were added. -The Schedule of Compliance page was deleted; all requirements for this facility are summarized in the permit pages or are outlined in the Consent Order. - The Recording, Reporting and Additional Monitoring Requirements page was updated to incorporate Part 750 (general conditions) by reference.

The applicant proposes to install a new public supply well to a depth of approximately 780 feet with a pump capacity of 1388 gallons per minute. The added capacity will help ensure an adequate supply for both demand and fire protection. Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve the renewal of the existing Title V permit for the applicant's printing facility. The sources subject to the Title V requirements is a commercial printer utilizing label presses, with both water-based and UV printing capabilities, and offset lithographic printing presses. The lithographic presses are used for coating and printing on paper and paper board. The majority of the facility's emissions result from the use of cleaning fluids. The facility also operates a number of emission sources that have been designated as trivial or exempt.

In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
