Project Description:

The applicant proposes the treatment of invasive plants, including but not limited to, oriental bittersweet, japanese knotweed, tartarian honeysuckle, multiflora rose, autumn olive and garlic mustard. The plants are located within a 17.8 acre portion of the NYSDEC Region 8 Headquarters/Twin Cedars Environmental Area. Additionally, sumac and other woody vegetation growing on the dikes will also be treated. The majority of the herbicide application will consist of stump treatments and spot treatments. Herbicides shall include, but not be limited to, Glyphosate, Thinvert and Triclopyr. All work shall be conducted in accordance with label requirements and by a certified pesticide applicator.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 28, 2012.

Project Description:

Applicant proposes to install approximately 1,284 linear feet of new 4-inch diameter HDPE gas pipeline in the right-of-way along the east side of Linwood North Road. Approximately 450 feet of the new pipeline will be installed via directional drill method within the 100-foot adjacent area of State Freshwater Wetland LE-9 (Class 3), which is located west of the road. Erosion and sediment controls will be used to minimize potential impacts to the wetland.
