Project Description:

The applicant proposes a riverbank stabilization and enhancement project along 200 feet of shoreline, located on the west side of the Salmon River at 3919 State Roue 37, on property owned by Olekssiy Zabroda and Trina Olive. The project involves utlilizing debris and dead trees from the near-shore river bottom to reinforce exposed tree roots along 100 lineal feet of shoreline, regrading the shoreline, and adding willow plantings. The project also involves reducing the bank grade (from vertical to 2h:1v) along the remaining 100 lineal feet of shoreline and re-seeding with grass.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes a new discharge of 12,696 gallons per day of membrane filter backwash to groundwater from a hydrodynamic separator treatment system. The system will be constructed at the applicant's proposed spring water bottling facility located on their lands at 325 Watershed Road. The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Refer to this application by application number listed above and SPDES number NY0265896.
