Project Title: Town of Webb

Location: Moose River Trail and Forge Street, Town of Webb, New York.

Public Hearing: June 22, 2012 at 1:00 p.m. at the Town of Webb Town Hall located at 3140 State Route 28, Old Forge, NY.

Project Description: The action involves a portion of Phase II of the TOBIE Trail in the Town of Webb, a bicycle and pedestrian trail between Old Forge and Inlet. The project requires an APA permit pursuant to §809 of the Adirondack Park Agency Act for impacts to 240 square feet of wetlands to reestablish the bridge abutments to erect a 110 ± foot pre-fabricated pedestrian truss bridge superstructure with a timber deck on the existing stone masonry abutments from a former railroad. A variance application was also submitted to the APA for the construction of the bridge, the installation of wooden railings within 50 feet of the Moose River along the top of steep slopes located east and west of the bridge, and paving of the TOBIE trail within the former railroad corridor within 50 feet of the Moose River.


Negative Declaration

Herkimer County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Fairview Road over Spruce Creek (BIN 2204790) Bridge Rehabilitation will not have a significant adverse environmental impact. The action involves proposed maintenance type work to rehabilitate and preserve the Salisbury Center Covered Bridge (BIN 2204790). There will be repair/fill of stone joints on both abutments. A new scour wall will be poured in front of the south abutment. The new wall shall wrap around the east and west end. At the north abutment, large rip rap shall be pinned in place adjacent to east and west wing walls. Bridge clearance and weight limit signs will be replaced on the bridge. The project is located on Fairview Road in the Town of Salisbury, New York.

Oneida County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Route 31/Oneida Creek and Route 316/Old Erie Canal will not have a significant adverse environmental impact. The action involves the the proposed replacement of the Route 31 bridge over Oneida Creek on existing alignment by using an off site detour. The bridge will remain on the existing horizontal and vertical alignment. Route 316 will be used as an off site detour route while construction for the bridge replacement on Route 31 will take place. To accommodate the offsite detour, the bridge at Route 316 over the Old Erie Canal will require upgrading. The project is located in the Towns of Verona and Lenox, Oneida and Madison Counties, New York.
