Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0028231) for the surface discharge of 22 mgd of treated wastewater to Lake Ontario, a class C water.

The Northwest Quadrant Pure Waters District #1 provides wastewater treatment services to municipalities. Treatment at the facility consists of screening, primary settling, activated sludge, final settling, tertiary treatment, and chlorination. Sludge handling includes thickener, centrifuge dewatering, and landfill disposal.

DEC proposes to incorporate the following modifications to this permit: -Permittee address, responsible official, zip code, Outfall 001 coordinates and the sub-drainage area classification have been updated. -Sampling frequencies were changed on page 3. - Parameters were added to the Action Level and Monitoring. - A Mercury Minimization Program was added. - A Stormwater Pollution Prevention Plan was added. - The short version of the discharge notification requirement was added. - The Monitoring Locations page was revised with an updated flow diagram. - Section(b) of the Recording, Reporting and Monitoring Requirements was revised.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0033308) for the surface discharge of 3.5 mgd of treated wastewater to the Seneca River, a class C water.

The Seneca Falls Wastewater Treatment Plant receives and treats domestic and industrial wastewater. Treatment at the facility consists of settling tanks, disinfection via chlorine contact tank, and degritter unit. Sludge is processed via two anaerobic digesters, thickened via belt press and disposed of at the Seneca Meadows Landfill.
DEC proposes to incorporate the following modifications to this permit: - Names of contacts on page 1 have been updated. - WET testing requirements were added. - A condensed discharge notification requirement was added. - The Schedule of Compliance has been removed (permittee has met the permit conditions.) - Last page of the permit (Recording, Reporting and Additional Monitoring Requirements) has been updated.

Project Description:

The Department has received an application from the Steuben County DPW to develop and operate a new 15 acre surface gravel mine within properties totaling 276.34 acres in the Town of Rathbone. The mine site is located on the William Reagan property, on the east side of Saunders Road, immediately north of the Town of Tuscarora mine site. The mine entrance will be the same mine entrance as currently used by the adjacent Town of Tuscarora and Town of Rathbone gravel mines, located on Saunders Road approximately 1800 feet north of the intersection of County Route 80.

The mine will involve surface excavation by bulldozer and front end loader, and is proposed to eventually remove 361,000 cubic yards of sand and gravel from the mine site, over an unspecified operational life. Excavated materials will be processed on the pit floor by crushing and screening equipment. Processed material will be stockpiled for loading onto trucks. Topsoil and overburden will be stockpiled in a perimeter berm around the area to be excavated, and seeded for later use in site reclamation. Mining is not proposed to a depth below the local water table.

Hours of operation proposed are 6:30 AM to 4 PM Monday through Thursday, with no work on weekends or holidays. Final reclamation back to agricultural land is proposed, and will include the replacement of stockpiled topsoil and seeding.

Plans show grades that will retain storm water runoff within the mined area and allow infiltration into the soil. No off site discharges are proposed. There are no streams or NY State regulated freshwater wetlands within the Life of Mine area.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Rathbone.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
