Project Description:
The Department has prepared a draft permit and has made a tentative determination to issue a new Title V Permit (facility formerly held a Title V General Permit). The facility contains three boilers that provide the facility's thermal requirement. Each boiler is equipped with dual fuel burners (natural gas and #6 residual oil). One boiler has a heat input of 49.5 mmbtu/hr, and the other two have heat inputs of 24 mmbtu/hr each. All boilers emit through a common stack. The facility is subject to Title V requirements (major for NOx and SO2).
In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:
The applicant proposes to construct erosion control and sand retention structures on the beach at Seagate section of Coney Island, Brooklyn. The structures consist of four T-groin structures, one rock spur off the trunk of the existing 37th Street groin, repair of the 37th Street groin seaward end, three areas of additional armor on Norton Point Dike. In addition, approximately 90,000 cubic yards of beach sand along approximately 1,500 linear feet beach will be removed from the Gravesend Bay shoreline of Seagate and placed along approximately 2,000 linear feet of the Atlantic shoreline within the groin field after construction of the groinf field and repairs and modification of the 37th Street Groin are completed.
