Project Description:

The applicant proposes to develop and operate a 15.8 acre surface sand and gravel mine within a 81.8 acre parcel owned by Wilbur Tennant. The project site is located south off of Sand Place, approximately 1,500 feet west of Exit 38 of Interstate Route 81, +/-2 mile south of the Village of Mannsville. The mine is intended to operate as a traditional surface extraction of the Plainfield and Windsor Loamy fine, which are the predominate soil types on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Mining is proposed to remove approximately 20,000 cubic yards of sand and gravel over the estimated 20 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens. Maximum processing rates for the screen operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-9 acre open water surface within uniformly graded and re-vegetated open land. Up-land reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 15.8 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

This new district will service residences along NYS Route 180, NYS Route 12F, Foster Park Road, Lodi Road, Old State Road, and Lee Road within the Town of Hounsfield. The project will involve the construction of a new distribution system, which will connect to the Town of Hounsfield's existing Water Districts No. 1 and No. 2.
The Town of Hounsfield has requested a taking of 33,740 gallons per day from Dexter Estates well field. The application also indicates interconnection to City of Watertown, Village of Sackets Harbor, and Town of Hounsfield Water District No. 1.

The project will entail the construction of 34,000 feet of water mains, 23,000 feet of water services, valves fire hydrants, service connections, water meters, and master meter vaults. The contruction will require directional boring beneth DEC regulated Freshwater Wetland S-1 which will cause minor impacts to the regulated adjacent area.
