Project Description:

Coach USA is proposing to construct a regional bus storage, cleaning and maintenance facility on a 50 acre lot on Tetz Road in the Town of Chester, Orange County. The proposed facility will include a 191,039 square foot structure, parking areas, stormwater structures and associated utilities. The facility will treat and discharge 5,400 gallons per day of process wastewater from bus washing operations to the Black Meadow Creek (NYS Water Index # H-89-20, Class C). A State Pollutant Discharge Elimination System (SPDES) permit is required from the Department for this proposed discharge.

The Department has made a tentative determination to approve this application for a new SPDES permit # NY-028 0496. A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

Project Description:

Applicant is proposing to construct a resort development consisting of both residential and recreational components on a site of 2,079.5 acres in the Town of Forestburgh, Sullivan County. The resort component will include a hotel and conference facilities, an 18 hole championship golf course, a club house and restaurant, swimming and boating facilities on Lost Lake, tennis courts, a health spa, and associated roads, utilities (water and wastewater) and infrastructure. At full build out, the residential component will include 2,557 single family residential lots, 30 single family cottages and 40 multi-family condominiums. Applications have been submitted to the Department for Phase 1 of the project which consists of 400 single family residential units, a 9 hole golf course, sales office and all Phase 1 associated infrastructure and utilities. The proposed project will require several permits from the Department including:

• Article 24, Freshwater Wetlands for the proposed impacts to NYS Freshwater Wetland HA-40 (Class 2) and HA-27 (Class 2);
• Article 15 Protection of Waters (Stream Disturbance) for the proposed disturbance of the bed/banks of a tributary to the Bushkill (NYS Water Index D-1-22-1, Class B)
• Article 15, Water Supply
• Article 17, State Pollutant Discharge Elimination System - Wastewater for the discharge of treated sanitary wastewater to the Bushkill
• Article 17, SPDES - Stormwater for the disturbance of over 1 acre of land
• Individual Section 401 Water Quality Certification (WQC)

Project Description:

The New York City Department of Environmental Protection (NYCDEP) proposes to widen King Street, in the Town of North Castle, to allow for the installation of a left turning lane onto Nannyhagen Road. The road widening and installation of the associated drainage structures will result in approximately 63 square feet of permanent disturbance to NYS Freshwater Wetland GO-10 (Class I) and .51 acre of disturbance within its 100 foot adjacent area. Also proposed is the selective cutting of trees, located within the 100 foot adjacent area, which will pose a safety risk after the road widening is completed. An Invasive Species Management Plan will be implemented for areas located within 50 feet of the work area. Also proposed are temporary, minor disturbances within a federally regulated wetland, associated with proposed improvements to Lakeview Avenue, located in the Town of Mount Pleasant.
