Schoharie County - The Village of Cobleskill, as lead agency, has determined that the proposed Smith Reservoir Spillway Replacement Project will not have a significant adverse environmental impact. The action involves the replacement of the existing Smith Reservoir Spillway structure with a new upgraded structure in order to address concerns of the existing spillway structural integrity and sizing based on New York State Department of Environmental Conservation (NYS DEC) Dam Safety Regulations. The current spillway structure shows signs of instability based on the cracked and spalled concrete, leaning training walls and shifted slab. The construction of a new spillway will include the installation of a temporary coffer dam and reduction of reservoir storage in order to dewater the construction area near the spillway. The coffer dam will allow for the dewatering of the construction area without fully draining the reservoir. The existing structure and discharge channel will be removed and a new, slightly larger spillway structure will be installed in its place. The discharge channel will be rebuilt with materials capable of resisting scour. The project is located on the Smith Reservoir in the Town of Cobleskill, New York.
