This is the fourth water supply application associated with the Town of Webb Old Forge Water District, henceforth to be known as the Old Forge-Thendara Water District (the Old Forge Water District and the Thendara Water District were consolidated by town resolution on July 8, 2008); and ratifies the extension of water supply and distribution mains of the Old Forge Water District into a new area encompassing tax parcels 041.52-1-14 through 21 inclusive (generally, from Hollywood Road west some 1,000 feet along the north side of New York State Route 28) as ordered by town resolution dated November 8, 2005; and the taking of a supply water in amounts estimated to average 1,000 gallons per day from existing approved sources.

Project Description:

The applicant proposes to install a pipe supported floating dock, cart path, and utilities in the adjacent area to Freshwater Wetland F-13, a Class I wetland. These activities are part of a larger retail complex development located north of NYS Route 11 in the Town of Alexandria. The retail complex will result in the filling of 12,650 sq ft of wetlands regulated by the US Army Corp of Engineers. Mitigation for the impacts have been proposed and a water quality certificate is expected to be issued in combination with the federal permit.

Project Description:

The applicant proposes to develop and operate a 25.2-acre surface topsoil, clay, sand, and gravel mine within the 120.0 acre parcels south of Evans Mills. The project site is the applicant's property on both sides of Goulds Corners Road, approximately 1.5 mile south of The Village of Evans Mills. The mine is intended to operate as a traditional surface extraction of the Farmington Loam and Hudson Silt Loam which are the predominate soil types on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove over 1000 tons-per-year of topsoil, clay, sand, and gravel over the estimated 10 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-25.2 acre uniformly graded and re-vegetated open land for agricultural uses. The reviewed life-of-mine area is 25.2 (LOM) acres.
