Project Description:

The Village of Deposit proposes to increase allowable pumping of groundwater from the existing Borden Street Village Well #2 from 175 gpm to 325 gpm to meet the Village water supply demand. The increase would be conditioned on submission and further DEC approval of a stream monitoring plan to assess potential impacts on Oquaga Creek. NYS Department of Health supports approval of the application. The application and project plans are available for review in the Cortland Office.

Project Description:

The New York State Department of Environmental Conservation (DEC) has prepared a Draft Permit renewal pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law (ECL), and has made a determination to approve this application for renewal of the current Title V permit for the Hess TED Park facility located in the town of Van Buren, NY.

Hess TED Park is a bulk gasoline terminal in which gasoline transport vehicles are loaded with fuel to be delivered to various dispensing facilities. The facility is currently a major source of volatile organic compound (VOC) emissions and has a current issued Title V permit. This draft permit is a renewal of the current Title V permit and incorporates the requirements of 40 CFR BBBBBB: National Emission Standards for National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities.

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
