Project Description:

Construct and operate a Construction and Demolition Debris (C&D) recycling facility at the 1.93 acre site at 7 Railroad Avenue in the Town of Colonie. Proposed development includes a 14,500 sq. ft. single-story building and a 35,900 sq. ft. area for truck access, parking and storage of empty roll-off containers. The proposed building will consist of a waste operations area and a warehouse/storage area. Incoming debris will be received in 20 to 40 cubic yard roll-off containers. The debris will be unloaded and sorted inside the building and containerized for off-site shipment and recycling. Waste quantities accepted will be up to 300 tons per day.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Colonie Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 31, 2012.

Project Description:

The facility is located on River Road in the Town of Niskayuna. This permit renewal includes provisions for on-site storage of hazardous mixed wastes in containers, as well as corrective action for Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) associated with the operationof the facility. Hazardous and mixed wastes generated at the site, as well as small amounts of mixed waste generated by the US Department of Energy - Environmental Management, SPRU Field Office (EPA ID NYR000096859) during Separations Process Research Unit (SPRU) related characterization efforts at the Knolls site, may be stored on-site for greater than 90 days before they are shipped to a proper disposal facility. No hazardous waste is disposed of at the facility. The related permit documents are available for review at the DEC Central Office, 625 Broadway, Albany, NY 12233, the DEC Region 4 Headquarters, 1130 North Westcott Road, Schenectady, NY 12306, and the Schenectady Public Library, Niskayuna Branch, 2400 Nott Street East, Niskayuna, NY 12309. Comments will be received through July 2, 2012.
