Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to issue a new State Facility Permit for the construction and operation of a new rigid foam manufacturing facility, the Carlisle Construction Materials Incorporated facility to be located in the Town of Hamptonburgh, Orange County.

The facility will manufacture polyisocyanurate foam panels (two lines) for use in commercial and industrial roofing applications and expandable polystyrene foam block (one line) for use as insulation and specialty construction and building products such as geofoam and architectural applications.

The polyisocyanurate foam insulating panels are produced by reacting polyol in a blend of fire retardant and catalyst with polymeric diphenylmethane diisocyanate (PMDI). Pentane material is used as an expanding or blowing agent. Panels are formed by combining the materials at a pour table and lamination process. Pentane emissions (volatile organic compound) is collected during the pour and lamination process and controlled by a regenerative thermal oxidizer. Manufactured insulation panels are cut and trimmed to meet dimensional requirements for industry and customer specification. A dust collection system captures particulates generated during sizing operations which are controlled by a baghouse filter unit.

The expandable polystyrene (EPS) foam block is produced from raw material beads impregnated with pentane (blowing agent) which undertake a series of steps including expansion, drying, aging, molding and cutting. Pentane emissions (volatile organic compound) are collected and vented to a regenerative thermal oxidizer for destruction. A natural gas boiler rated for 12.2 mmBTU per hour will be used to supply the process steam to operate the pre-expansion and molding process.

Both the insulating foam and expandable polystyrene (EPS) foam block processes are subject to 6NYCRR Part 212 - General Process requirements. Volatile Organic Compound emissions are limited below major stationary source thresholds supported by the proper operation of two regenerative thermal oxidizers. Performance testing of each regenerative thermal oxidizer is required to determine operating parameters. The natural gas fired process boiler is subject to the recordkeeping and monitoring requirements of 6NYCRR Part 227 -1 and 40CFR60 Subpart Dc.

The Standard Industrial Classification representative of this facility is 3086 - Plastics Foam Product.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Project Description:

Putnam Materials operates a stone quarry at 1150 St Rte 311, Patterson, NY. Rainwater, and groundwater which has infiltrated through fractures, collect on the quarry floor. The water is pumped from a sump at the bottom of the quarry and discharges to an Unnamed Tributary of East Branch Croton River.

The company has requested modification of the SPDES permit # NY 021 5503 to add outfalls 002 and 003 for two existing, previously unidentified subsurface sewage disposal systems serving the facility.

The Department has made a tentative determination to approve this application for a modification of SPDES permit for the discharge of industrial stormwater from outfall 001 and the discharge of 205 gallons per day of sanitary waste only to groundwater from Outfalls 002 and 003.

No monitoring will be required for sanitary outfalls 002 and 003.

Industry Best Management Practices special conditions and a monitoring diagram were added to the permit and the receiving stream classification corrected to Class C.

Project Description:

The applicant proposes disturbance to approximately 1,200 linear feet of the West Branch Neversink Creek, NYS Waters Index # D-1-83, Class C(t) for habitat restoration. The current secondary channel will be excavated, widened, and rock deflectors installed in the bed. The current primary channel will be filled, graded, and planted with native vegetation. Existing riprap on the bank will be bioengineered to re-establish habitat connectivity. The proposal includes approximately 14,300 cubic yards (CY) of material to be placed below mean high water (MHW) for channel grading; 1,300 CY of material to be removed below MHW for the new channel; 13,250 CY of material to be removed above MHW for channel grading; and 1,000 CY of material is proposed to be placed above MHW for the channel grading. The river is proposed to be diverted into a third former channel during construction. The new channel will be further from Frost Valley Rd AKA West Branch Rd (Co Rd 157) and will reduce the angle at which the stream approaches the bridge over this road.

Project Description:

BMR Landmark at Eastview Holdings LLC maintains a property which consists of five buildings, approximately 750,000 square feet, that house multiple tenants in laboratory and office space. The buildings are served by a powerhouse with three steam boilers burning natural gas or No. 6 oil. Two of the boilers have a maximum heat input of 49.5 million btu/hr each and the third boiler has a heat input of 85 million btu/hr. There are a number of exempt activities at the site, such as cooling towers, emergency diesels, and oil storage tanks. BMR Landmark at Eastview opted to downgrade the facility status from major to minor by limiting its annual NOx emissions to under 25 tons. To comply with this cap, the facility will keep records of the fuel consumption of each combustion source (including exempt combustion sources) and submit annual reports containing fuel consumption data and emission calculations. The site will annually certify compliance with its permit conditions. Applicable regulations comprise 6NYCRR Part 200, 201-5, and 201-7, 202, 211, 215, 225, 40CFR parts 68 and 72.
