Project Description:

The Department has received a request for a Title V Air Permit Renewal for the purpose of operating air pollution sources and has drafted, pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a Title V Renewal #2, for the facility which is located at Harden Furniture Inc, in the Town of Annsville, in Oneida County, in the State of New York. The exact location is 8550 Mill Pond Way in McConnellsville, NY. This facility is engaged in the manufacture of wood furniture. The Standard Industrial Classification representative of this facility is 2511 (Wood Household Furniture), 2512 (Upholstered Household Furniture) and 2521 (Wood Office Furniture). The main source of air emissions originates from three wood-fired boilers, wood surface coating operations and from sawdust. With respect to air pollution regulation, the emissions of concern at Harden are NOx, CO, VOC, HAP and particulate matter. Harden is a Major Source for VOC and for NOx. Harden has elected to cap HAP emissions below the Major Source Threshold for the purpose of avoiding 40 CFR 63-Subpart JJ. Harden has elected to cap VOC emissions from two surface-coating lines for the purpose of avoiding the requirements of New Source Review. Harden is subject to 40 CFR 60-Subpart Dc, 40 CFR 63-Subpart ZZZZ and 40 CFR 64 - Compliance Assurance Monitoring (CAM).

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. The mining of sand and gravel from a 111.5 acre parcel owned by Marone Acee. Approved operations involve a 12.7 acre area during the 5-year permit term. This affected area is also the limits of a "major" mining activity, with a life of mine area of 23.8 acres. Provisions are also made for mineral processing operations at the site with portable equipment.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0003042).

APC Paper Co of NY produces speciality lightweight Kraft and tissue. The facility treats process wastewater. Treatment consists of filtration and DAF. The facility discharges treated wastewater to the Raquette River, a class B water.

DEC proposes to incorporate the following modifications to this permit: - Change of legally responsible party name from Norfolk Acquisition Inc/APC Paper Co of NY to APC Paper Co of NY Inc.; -Outfall 001A - dissolved oxygen monitoring and lead limit has been added. Diethyl phthalate, Di-N-butyl phthalate and silver have been removed; - Forms have been updated incorporating the latest general conditions.
