Project Description:

The proposal consists of expanding an existing RV park by adding 39 sites, for a total of 200 sites. The site, located at 7182 US Rt 9, is part of a 113 acre parcel owned by the applicant. Improvements include gravel access roads and driveways, water mains with individual site hookups, sewer mains with individual site hookups, electrical lines with individual site hookups, sewer force mains, sewer pump stations, and stormwater treatment features. The 5.3 acre expansion area is currently cleared fields used as unimproved RV sites. The project will affect approximately 1.6 acres of the adjacent area of State-regulated freshwater wetland PB-2.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Plattsburgh Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 25, 2012.

Project Description:

The applicant proposes a new, 20.86 acre sand and gravel mine. The site, located on the west side of State Route 30 approximately 3,000 feet south of the Townline Road intersection, is part of a 128 acre parcel owned by the applicant. Operations will include onsite screening. Concurrent reclamation will occur as areas are mined. Upon completion of mining, the entire site will be reclaimed, with 2 horizontal to 1 vertical side slopes and grasses and woody vegetaion re-established.
