Project Description:

The applicant is applying for emission reduction credits (ERCs) for the removal of four low pressure very large Combustion Engineering Boilers identified as Emission Sources 00071, 00072, 00081 and 00082. The facility is creating future emission reduction credits (ERCs) based on the permanent shutdown of these four boilers that permanently shutdown and ceased operation as of February 7, 2011. A Title V modification reflecting the removal of these four boilers and Emission Unit H-A0001 was issued on July 12, 2011. Based upon actual emissions from the boilers between June 2007 and May 2009, the calculated reduction in average annual emissions from the permanent shutdown of these four boilers includes 355.84 tons of NOx, 7.83 tons of VOC, 52.17 tons of CO, 460.34 tons of SO2, 71.35 tons of PM, 55.11 tons of PM-10 and 44.71 tons of PM 2.5.

Project Description:

The Department has made a tentative determination to approve an application for an existing facility that operates one Kohler diesel fired engine/generator (Model 1000REOZDD Model Year 2009) to be used for demand/response operating less than 100 hours per year. The facility NOx emissions are limited to 24.9 tons per year. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Applicant proposes to operate a temporary dewatering system to facilitate the replacement of existing water mains, storm and sanitary sewers in street right-of-ways in an area around Beach 29th Street and Seagirt Avenue with a maximum withdrawal of 4,150,000 gallons per day. Pumped groundwater is to be directed to the existing 10' 0" x 4' 6" storm sewer located on Seagirt Boulevard which discharges to Norton Basin via NYCDEP Outfall ROC-651.
