The Department has prepared a draft permit and has made a tentative determination to issue a new Title V permit for a facility consisting of a four-building housing complex with 972 residential apartments that provide space heating and hot water by operating four identical boilers/burners burning #2 fuel oil and natural gas. A new burner will be required for conversion to natural gas. This facility formerly held a Title V General Permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit Renewal 2 for a 23-story commercial office building. Five engine generators provide electricity and low pressure steam heat along with a supplemental steam boiler to serve the needs of the building The facility is subject to NOx RACT Subpart 227-2, opacity Subpart 227-1 and Title V 201-6 requirements. The applicant has requested and been granted an alternate NOx RACT emission limit due to economic reasons. This alternative limit must be approved by the EPA as a revision to the State Implementation Plan.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new Title V Permit for a State-owned hospital with 20 buildings heated by a central power plant consisting of four boilers (formerly permitted under a Title V General Permit). The applicant is proposing to install a new heating plant consisting of three boilers (two 24.19 mmbtu/hr and one 12.6 mmbtu/hr) capable of burning distillate oil and natural gas. Four buildings will be served by the new plant; four buildings will have independent heating systems; and one building is being demolished. The eleven remaining buildings will be removed from centralized heating through the installation of independent heating systems by their tenants or owners. The remaining steam recipient is the City of New York which operates the nearby wastewater treatment facility that is in the process of developing plans for its own energy sources which will allow the existing plant to be permanently closed. The new boilers will meet the NOx RACT by performing annual tune ups. In order to avoid 6NYCRR Part 231, New Source Review applicability, the applicant proposes to limit NOx emissions of the new power plant to less than 25 tons per year.
