Erie County - The Erie Canal Harbor Development Corporation (ECHDC), as lead agency, has determined that the proposed Buffalo Outer Harbor Parcel Civic Project will not have a significant adverse environmental impact. The action involves the acquisition of a parcel at 175 Fuhrmann Boulevard owned by the New York Power Authority (NYPA) and consolidating it with an adjoining ECHDC owned property at 225 Fuhrmann Boulevard and undertaking a remedy for on-site soil contamination that is protective of human health and its environment. The remedy will consist of instituting a one foot thick soil cap in flat accessible upland areas of the site; removal of construction debris, rock and reinforcing bar remnants along the shoreline and undertaking shoreline stabilization measures; and construction of a series of improvements to facilitate passive recreation uses, including an access drive with limited parking, walking/bicycle trails, seasonal piers/docks, a comfort station/storage building and landscape features.
