Negative Declaration
Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Rovers Dairy Mine will not have a significant adverse environmental impact. The action involves a new, nine acre consolidated surface mine, on a 1,695 acre parcel owned by the applicant. Mining operations will remove a rock knoll, ranging 10 to 25 feet above surrounding grade, and will include blasting and onsite crushing of rock material. The life of mine duration is expected to be five years. Upon completion of mining, the nearly flat land will be reclaimed to agricultural use, with seven acres to be used as cultivated fields and two acres to be used as feed bunkers or as a composting area for the active dairy farm. The project is located approximately 3,700 feet northwest of the Stetson Road and North Farm Road intersection in the Town of Chazy, New York.

The action involves the renovation of 3 commercial buildings so that 10,000 square feet of commercial space would be available and to be able to maintain 3 apartment units. The project is located at 124-130 Main Street, 132-134 Main Street and 136-140 Main Street in the Village of Hudson Falls, New York.
