Project Description:

Full superstructure and partial substructure replacement of the South Ann Street Bridge (BIN 2255540). New abutments will be constructed and the existing concrete pier will be raised for continued use. The bridge, originally constructed in 1933, lies within the "South Ann Street-Mill Street Historic District" and the Little Falls Local Waterfront Revitalization Program Waterfront District. The replacement has been found to be consistent with the land uses permitted in that area and the NYSOPRHP has reviewed the project and determined "No Adverse Effect" to the historic district or other historic resources. The superstructure proposed is a steel multi-girder with a cast in place concrete deck. A 5' sidewalk will be placed along the west side and existing water, gas, and sewer lines will be relocated to a position under the bridge. Proposed cast in place concrete abutment and pier extensions will be poured on top of and in front of the existing abutments. Approximately 10 cubic yards of rock below mean high water will be removed. Approximately 20 cubic yards of concrete will be poured below mean high water and approximately 90 cubic yards of heavy stone will be used for the project.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This Department has received a request to modify a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility Conmed Corporation located at 525 French Road, Utica, NY 13501.

The Department has made a tentative determination to approve the application of the Conmed Corporation, which produces products for the medical field. The modification to the State Facility Permit incorporated new CAP for formaldehyde and methylene chloride for the facility. The caps were requested from the results of modeling done by the facility using AERMOD program. This modification also allows the removal of several monitoring conditions associated with CAPS for Part 212 requirements that the facility feels are difficult to maintain with process changes at the facility. These CAPS pertain to air flow of fans used for emission points throughout the facility.

This State Facility Permit allows the operations of emission units 1-BOIL1, 2-BND01, 3-INJ01, and 4-D0022, which includes the operation of boilers for heating of the facility, manual parts assembly, bonding, pad printing , plastic extrusion and packaging, injection molding to form medical supplies, wire winding operations with manual assembly, gel manufacturing, ink application and vapor degreasing. The facility also has QA and R&D operations and thermal packaging operations which are exempt from permitting. The facility has capped out of Title V Permitting requirements by tracking and restricting its emissions of Hazardous Air Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25 tons per year, and Volatile Organic Compound emissions below 50 tons per year. The facility has also capped emissions to meet requirements of Part 212 using the AERMOD modeling program.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.
