Project Description:

The Gipsy Trail Club, Inc. proposes to hydro-rake approximately 1.6 acres of Pine Pond (Class B), approximately 1 acre of which is located within NYS Freshwater Wetland LC-12 (Class I) and its regulated 100 foot adjacent area. The hydro-raking is intended to improve boating access and swimmer safety in the vicinity of the Club's beach and swim area, and in a densely vegetated cove area. The hydro-raking project will accomplish these objectives through the removal of the following: floating vegetation and associated root structures; floating islands of vegetation; and accumulated organic debris. All hydro-raked material will be disposed of at an appropriate upland location.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The project sponsor proposes to excavate approximately 15,000 cubic yards of material from the bed of Browns Reservoir [WIN# Conn. 10-P 1110a, Class AA-S] for the purpose of supplementing the 32,900 cubic yards of embankment fill required for the currently permitted Browns Reservoir Dam Rehabilitation Project. The on-site borrow material will reduce the overall number of truck trips by roughly half the number originally planned.
