Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0021342) for the discharge of 2.5 mgd of treated wastewater to Huntington Harbor, a class SA water.

Treatment at the facility consists of screening and grit removal followed by primary treatment and sequencing batch reactors, and UV disinfection. Sludge is disposed of at a landfill.

DEC proposes to incorporate the following modifications to this permit: - Permit pages and conditions were updated to reflect current permit language, Department guidance, format and nomenclature. - Permit pages and conditions were renumbered and reordered. - Information on page 1 of the permit was updated. - The main outfall designation was changed from 003 to 001. Previous backup outfalls 001 and 002 were deleted from the permit. - The interim limit for Total Residual Chlorine was deleted and a footnote added that the limit will be in effect only when chlorine is used for backup disinfection or troubleshooting. - The action levels and monitoring for copper, lead and zinc were deleted from the permit. - Whole Effluent Toxicity Testing requirement and action levels were added. - Mercury Minimization Program was added. - The total coliform limit and reporting type was changed to become more restrictive. - Enterococci effluent monitoring was added the permit. - Fecal coliform sampling required by the permittee was deleted from the permit. - Dissolved oxygen monitoring was added. - Unit operations and monitoring locations was replaced with a new schematic. - A requirement to submit an engineering report to re-rate the permitted flow limit was added. - The Schedule of Compliance has been renamed Schedule of Submittals and was updated.

Project Description:

The applicant proposes a series of improvements to an existing school bus repair, storage and dispatch facility located adjacent to a DEC-regulated freshwater wetland system (SA-9) associated with Mill Pond. The work includes the replacement of an existing septic system, the installation of a new stormwater drainage recharge system, the regrading, repaving and slight realignment of the existing paved parking areas and internal driveways with the installation of curbing at the edges of the parking area, the installation of about 100 feet of new retaining wall along the Upper Seven Ponds Road frontage, and landscape plantings. At the closest point, the proposed curbing and a stormwater recharge unit will be located approximately 25 feet and 55 feet, respectively, from the wetland boundary. The site is located at the southwest corner of Old Mill Road and Upper Seven Ponds Road in Water Mill. SCTM # 0900-114-1-24
