Herbicide Treatment of Common Reed (Phragmites australis) Populations in the Black River Wild Forest

The action involves herbicide application to treat Common Reed (Phragmites australis) an exotic invasive plant in the Black River Wild Forest. One small site with an area of .298 acres will be treated. The control method selected is to apply a treatment of a glyphosate-based herbicide in accordance with the best management practices identified in the "Inter-Agency Guidelines for Implementing Best Management Practices for the Control of Terrestrial and Aquatic Invasive Species on Forest Preserve Lands in the Adirondack Park."

The project is located in the Black River Wild Forest, Town of Forestport, Oneida County, New York.

Public comments are welcome and will be accepted by the contact person until May 9, 2012.

Negative Declaration

Jefferson County - The Planning Board of the Town of Alexandria, as lead agency, has determined that the proposed Retail Shopping Plaza will not have a significant adverse environmental impact. The action involves approximately 72,762 square feet of commercial development of retail space, together with the required driveways, parking, and infrastructure. The retail plaza will be split into eight storefronts. The project will utilize two driveway connections to New York State Route 12. The driveways will service a large parking area and for access to the rear of the building. A 9 foot wide access easement and 3 foot wide utility easement will serve a new 6 foot wide trail and a 8 foot by 100 foot dock to the north of the project site extending into the St. Lawrence River at Swan Bay for customer access by water. Water, sanitary and storm sewers and other necessary utilities will service the development. Water will be provided to the development for water service and fire protection from a newly drilled well properly treated to satisfy Department of Health requirements. Sanitary sewer service will be provided through the Town of Alexandria Route 12 Sewer District. Storm sewers and other necessary utilities will service the development. The project is located on New York State Route 12 in the Town of Alexandria, New York adjacent to the New York State Trooper Barracks and Town of Alexandria/Town of Orleans/Town of Clayton Joint Sewage Treatment Facility.
