Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0003387) for the discharge of treated surface wastewater to Chadakoin River, a class C water. The Weber Knapp Co Main Mfg Plant manufactures metal hardware and mechanical supports for computer work stations, office furniture and home entertainment equipment. Wastewater consists of process from electroplating and non-contact cooling water. Treatment at the facility consists of chemical oxidation, reduction, neutralization, flocculation, clarifier, and pressure filtration.

DEC proposes to incorporate the following modifications to this permit: -Outfall 004: revised limits; Added concentration based effluent limits for each parameter in addition to calculating load based effluent limits; Limits for parameters have been added; A solvent Management Plan has been added; Whole effluent Toxicity Testing has been added. - A list of total toxic organics has been added under additional definitions. - A schedule of submittals page was added. -Monitoring locations page was updated. - Best Management Practices pages of the permit were updated.

Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve this federally enforceable Air State Facility Permit which establishes an emissions cap to limit Volatile Organic Compounds (VOC) to 18,000 pounds per year, thereby avoiding the Reasonably Available Control Technology (RACT) surface coating requirements in 6NYCRR Part 228. The permit also prohibits the use of coatings that contain chromium, lead, manganese, nickel or cadmium compounds so the facility can avoid the requirements of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Paint Stripping and Miscellaneous Surface Coating Operations, 40 CFR Part 63 subpart HHHHHH (6H's). The facility surface coats metal parts for a variety of industries and is located in Falconer, New York. Operations at the facility include three wet paint booths, one dry-off/bake oven and powder coating operations.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0101575), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

Goodyear Dunlop Tires North America LTD manufactures and warehouses tires. Wastewater type includes non-contact cooling water, boiler/steam losses and stormwater. Treatment at the plant consists of a three-stage separation process of any non-aqueous phase liquid (NAPL) from the influent for the trapping pond. All NAPL is collected and disposed of properly. The effluent from the pond is discharged to the Niagara River, a Class A-special water.

The following changes to the permit are proposed: - Personnel contact information was updated. - Updated approved Water Treatment Chemicals. - A schedule of compliance for high intensity monitoring was added. - Whole Effluent Toxicity testing requirements were added. - Updated Special Conditions for Industry Best Management Practices. - Updated monitoring diagrams.

Tonawanda Engine Plant-General Motors Powertrain facility activities include manufacturing and services related to the support of vehicle engine assembly. Wastewater consists of non-contact cooling water, remediation system discharge, flow from indoor garage floor drain, and stormwater. Treatment at the facility consist of sediment/oil water separation and activated carbon treatment for Outfall 01B.

DEC proposes to incorporate the following modifications to this permit: - Page 1 has been updated. -PCB limits and monitoring has been revised. -Outfall1A1, 1A2, 1A3 were permanently closed and deleted from the permit. -Deleted Outfall 004 since wastestream has been diverted to Outfall 001. -Condition #3 Mobilized Portable Activation Carbon Treatment System has been updated. -PCB Minimization Program requirements have been updated. -Updated list of approved Water Treatment Chemicals. -Updated Best Management Practices. -Updated Monitoring Locations page.
