Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0226530), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The V-Freeport generates electrical power from fuel oil, which is stored on site in a tank farm. The tank farm has secondary containment. Stormwater is conveyed to an oil/water separator. The facility has surface discharge to a storm drain to Freeport Creek, a Class SC water. The following changes to the permit are proposed: - A Best Management Practices Plan requirement for stormwater runoff has been added. - Action levels for parameters have been changed to water quality based effluent limits. The monitoring frequency on the parameters has been changed from quarterly to monthly. - Quarterly metals sampling has been added to confirm the Best Management Practices plan is effective. An interim limit of monitor only is in effect for the first 6 months. - Outfall 01B has been added, however, there is no discharge allowed from this outfall.

Project Description:

The Department has made a tentative determination to approve this application for a modification of a permit for an existing discharge to groundwater of 500 gallons per day of untreated non-contact cooling water and 2,000 gallons per day of glass grinding and polishing wastewater treated by a treatment system consisting of solids screening and granular activated carbon filtration at the applicant's facility,Tiffen Manufacturing located at 90 Oser Avenue, Hauppauge, New York. New information recently submitted to the Department indicates the potential for aluminum, mercury, zinc, triethanolamine, flouride and sulfate to be present in the raw wastewater at outfall 002 and antimony, chromium, mercury phenols and toluene to be present in the raw wastewater at outfall 005. Refer to this application by the application number listed above and SPDES number NY 0107760. The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3 mile radius of the applicant's facility: Suffolk County Water Authority.
