Otsego County - The Town of Roseboom Town Board, as lead agency, has determined that the proposed Adoption of Town of Roseboom Comprehensive Plan will not have a significant adverse environmental impact. The action involves the proposed adoption of the Town of Roseboom Draft Comprehensive Plan. The Town Board has found that the adoption of the Draft Comprehensive Plan would not present: change in existing air quality, ground or surface water quality or quantity, traffic or noise levels, an increase in solid waste production, an increase in the potential for erosion, flooding, leaching or drainage problems, the removal or destruction of large quantities of vegetation or fauna, interference with the movement of any resident or migratory fish or wildlife species, impacts on a significant habitat area, adverse impacts on a threatened or endangered species of animal or plant, or the habitat of such species or other significant adverse impacts to natural resources. The Draft Comprehensive Plan does not create a material conflict with the community's current plans or goals, nor impair the character or quality of important historical, archeological, architectural, or aesthetic resources of existing community or neighborhood character. The Draft Plan provides the foundation to preserve such resources. The Draft Plan presents no major change in the use of either the quantity or type of energy, nor does the Plan pose hazards to human health. The Draft Plan presents no substantial change in the use, or intensity of use, of land including agricultural, open space or recreational resources, or in its capacity to support existing uses. The project is located throughout the Town of Roseboom, New York.
