Project Description:

The New York State Department of Environmental Conservation (NYSDEC) has made a tentative decision to approve an application to discharge from the Carousel Center groundwater treatment system to the Barge Canal Terminal. Following is a summary of the proposed changes in the draft permit as compared to the previous discharge permit; the details of these changes are specified below and in the draft permit: Copper: Due to a change in the water quality standard made by NYSDEC for copper since 1990, the Water Quality Based Effluent limit has decreased slightly, from 0.3 mg/l to 0.26 mg/l. Lead: Due to a change in the water quality standard made by NYSDEC for lead since 1990, the Water Quality Based Effluent limit has decreased slightly, from 0.16 mg/l to 0.15 mg/l. Vinyl Chloride: The Technology Based Effluent limit for Vinyl Chloride has been reduced, from 25 ug/l (avg) and 50 ug/l (max) to 10 ug/l (Daily Max). This new limit is based on improved and available technology. Whole Effluent Toxicity (WET) Testing: Whole effluent toxicity testing requirements and action levels have been added to page 4 of the draft permit. PCB Limits: Consistent with current NYSDEC policy and based on the detection level for PCBs, the NYSDEC has changed the permit limit for each PCB Aroclor contained in the current permit to 200 ng/l. The draft permit includes a PCB Minimization Program. Schedule of Compliance: A Schedule of Compliance has been added to the draft permit identifying the due dates required by the PCB Minimization Program and WET Testing requirements. A short-term monitoring program for Mercury is also included.

Project Description:

Applicant proposes to repair shoreline by replacement of 400 linear feet of decayed railroad ties, and 30 lf of concrete bulkheard, replacing this with stacked precast interlocking blocks. In addition approximately 100 cy of gravel will be removed from the south culvert outfall in the marina basin. Site is located at the Ithaca Yacht Club at Glenwood Point Road on west shore of Cayuga Lake.
