State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 26, 2012.

Project Description:

The Griffiss Central Heat Plant, located in Rome, NY and operated by the GUSC Energy, Inc., provides electricity and heat to the Griffiss Business and Technology Park. The heat plant currently has a Title V permit because of previous plans to construct a biomass gasification facility, which will not be implemented. The existing plant equipment includes two water tube boilers, that can operate on either natural gas or oil. The existing steam plant equipment will be left for backup only and will not be held in warm standby. The project involved the addition of a 65 million Btu per hour biomass-based combined heat and power system. The system will include a wood-fired boiler with steam flowing through a back-pressure steam turbine and then provide heat to the Business and Industrial Park. There will be two emission points (boiler and wood chipper) for the process. This permit action will be to issue an Air State Facility permit. The facility will be capped at 99 tons per year of NOx and CO. The facility will also be capped at 99,000 tons per year of carbon dioxide. These caps are to prevent the source from becoming a major source of air pollution.
