Project Description:

The Department has evaluated the Ocean Beach Sewage Treatment Plant facility pursuant to New York State's Environmental Benefit Permit Strategy (EBPS) and has determined that changes to the permit are necessary. Therefore, pursuant to the Uniform Procedures Regulations[6NYCRR Part 621.13(a)] the Department intends to modify the permit to include an Ammonia Type I Action level of 5.0mg/l, a change in the Total Residual Chlorine (TRC) Effluent limit and additional monthly monitoring of Ammonia and Copper. The changes are tentatively scheduled to be effective after the period for public comment. A copy of the draft modified permit can be reviewed at the Region 1 office.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 20, 2012.

Project Description:

The applicant proposes to construct 90 feet of new bulkhead and two returns, place 100 cubic yards fill material landward of the bulkhead as backfill, and install plantings. Apparent high water and high marsh vegetation are located landward of a portion of the bulkhead. The project will result in the loss of approximately 225 square feet of tidal wetlands known as littoral zone (SM/LZ) and high marsh vegetation (HM). The project is located at 1220 Little Peconic Bay Road, Cutchogue, Town of Southold, Suffolk County, SCTM# 1000-111-14-18.
