Notice of Complete Application

Applicant: Oneida County Soil & Water Conservation District

Application Number: General Permit (GP-6-12-001)

Location: All streams throughout Oneida County that are classified C (T) or higher or classified as navigable as regulated by NYS DEC

Permits: Stream Disturbance - under Article 15, Title 5
Excavation & Fill - under Article 15, Title 5
Water Quality Certification - under Section 401 - Clean Water Act

New York State Department of Environmental Conservation (NYS DEC ) - Region 6 proposes to issue a General Permit (GP-6-12-001) to the Oneida County Soil & Water Conservation District (OCSWCD) to replace their existing Article 15 Stream Disturbance permit which expired on December 31, 2011. This permit authorizes activities related to installing and replacing culverts, stream bank stabilization, and erosion control that meet criteria established by this office. The activities have been deemed minor and will not result in a significant impact to the natural resources.

The General Permit (GP) will require that the OCSWCD determine if their project conforms to the guidance set forth in the permit, fill out and return the GP Application Form along with the project location and plan designs, and notification to NYS DEC Fisheries staff.

State Environmental Quality Review (SEQR) Determination:
The GP is a Type 2 Action and will not have a significant impact on the environment. A Negative Declaration is not required. No coordinated review was done.

Negative Declaration

Herkimer County - The Town of Litchfield Town Board, as lead agency, has determined that the proposed Adoption of Local Law #1 of 2012 entitled "Wind Energy Facilities Local Law" will not have a significant adverse environmental impact. The action involves the proposed adoption of a local law to regulate Wind Energy Facilities and Wind Measurement Towers. The project is located throughout the Town of Litchfield, New York.
