Negative Declaration

Oswego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Wallis Sand and Gravel Mine will not have a significant adverse environmental impact. The action involves a proposal to operate a 34 acre, life-of-mine, unconsolidated, surface sand and gravel mine, of which 10.9 acres is to be authorized to be disturbed during the upcoming permit term (5 years). Mining activities will include the removal of sand and gravel. In addition the applicant proposes to operate a portable screening unit of less than 150 ton per hour capacity and limited use of a portable crusher unit. The project is located at the intersection of Johnson and Hanson Roads in the Town of New Haven, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Madison County - The Town of Madison Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Rolling Upland Wind Farm. A public hearing on the Draft EIS will be held on April 18, 2012 at a place and time to be determined. Written comments on the Draft EIS will be accepted until May 18, 2012. The Draft EIS is available from the Town of Madison Town Hall and on line at: www.horizonwindfarms.com.

The action involves a proposal by Rolling Upland Wind Farm, LLC a fully owned subsidiary of EDP Renewables North America LLC (EDPR), proposes to construct the Rolling Upland Wind Farm (RUWF), a wind-powered electric generating facility in the Town of Madison, Madison County, New York. The wind farm will include 36 wind turbine generators (WTG) with name plate generating capacity of 60 megawatts (MW). The project will also include electrical collection system (approximately 17 miles), gravel access roads (approximately 11 miles), temporary staging areas, and two (2) meteorological towers. The project will use the existing substation at the Madison Wind Farm to connect to the power grid. The project Area includes a geographical area of approximately 7,000 acres. The project is planned to be under construction and fully operationally in 2015. Specifically the project includes:

  • Construction and Operation of 36 WTG. The proposed Wind Turbine Generators (WTG) will be a GE 1.6 MW generator with a 100 meter blade rotor diameter and a hub height of 100 meters, for a total maximum height of 150 meters (492 feet) from a fully-erect blade tip to ground.
  • Construction of a 34.5 kilovolt (kV) Electrical Connection System (ECS) connecting all WTG.

The project is located in the Town of Madison, New York.
