Project Description: The action involves a 25 foot variance of the 75 foot shoreline setback to the mean high water mark (MHWM) of Silver Lake to construct one single family dwelling. Four pre-existing residential/storage structures within the shoreline setback of Silver Lake, from zero to 65 feet from the MHWM, containing a total of seven bedrooms will be removed. One of these structures will be replaced with one new boat storage structure on the same footprint, reducing the overall height of the structure by several feet. Two on-site wastewater treatment systems located 30 ± from the shoreline will be removed, and a new on-site wastewater treatment system to serve the new single family dwelling will be installed with the leaching facility greater than 100 feet from the MHWM. The net structural footprint on the site will be reduced from the existing 1,426.65 ± square feet within the shoreline setback to the proposed 1,156.52 ± square feet, with a reduction of four bedrooms.

Project Description: The applicants are seeking approval for the construction of a driveway involving a 30 foot wetland crossing. The proposed driveway will be 320 ± feet long, 10 feet in width, with 2 to 1 side slopes. The 776 ± square feet of compensatory wetland mitigation area is immediately adjacent to the eastern wetland boundary. Municipal water and sewer lines will be installed within the limits of the proposed driveway, and will be armored for that portion located within the driving surface.

Negative Declaration
Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Hoffman Notch Wilderness Unit Management Plan will not have a significant adverse environmental impact. The action involves the adoption of the Hoffman Notch Wilderness Unit Management Plan which is a comprehensive plan addressing use of and preservation of public lands. Actions include trail construction and relocation, campsite and lean-to construction, boundary line marking and maintenance, search and rescue operations, maintenance of existing facilities, public information and education and public use controls. Trail relocation at certain locations is necessary to alleviate erosion problems and avoid the use of large stream crossings. The project is located in the Towns of Minerva, Schroon, and North Hudson, New York.
