Project Description:
The applicant proposes to construct a 120' x 1' 7" kayak ramp on Hard's Lake at the southeast corner of the boat house parking area at Southaven County Park. A parallel 120' handrail will be constructed 3' from the ramp. A 10' x 10' submerged stone filled box will be placed at the terminus of the ramp. Southaven County Park is located on Victory Ave in Yaphank, Town of Brookhaven, Suffolk County.

Project Description:
Applicant proposes to utilize Phoslock brand lanthanum based phosporus binding chemistry to treat elevated levels of Phosphorus in Mill Pond. The application of Phoslock will be applied to surface waters in various zones via either slurry (by surface injection) or boat mounted granulated spreader for 3-5 days per year at a rate of 65-75 mg/l/day in 2012, and a rate of 27-33 mg/l/day in 2013. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law, and a Freshwater Wetlands permit under Article 24 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project. Refer to this application by application number listed above and SPDES number NY0267473. The proposed discharge is located within an area designated as a sole source aquifer.
