New York County (Manhattan) - The New York City Planning Commission, as lead agency, has determined that the proposed Eastern Rail Yards 2012 Text Amendment will not have a significant adverse environmental impact. The action involves two separate applications for a zoning text change, each of which would amend portions of Article IX, Chapter 3 of the New York City Zoning Resolution (Special Hudson Yards District). The amendments proposed by ERY Tenant LLC would introduce modifications to ground floor retail requirements, sign regulations, and public access areas located in the Eastern Rail Yards Subarea A1. The second application consists of a proposal by the New York City Department of City Planning to require the portion of the High Line crossing the Eastern Rail Yards to be part of the required publicly accessibly open space and to allow additional portions of the High Line to count as public access area. The build year for the proposed project is 2017.
The project is bounded by West 33rd Street to the north, 10th Avenue to the east, West 30th Avenue to the south, and 11th Avenue to the west in Manhattan, Community District 4, New York.
